Many exchange programs dangle a second-tier 'refer other affiliates, earn X% of their earnings.' Word is the structure on several is built so the override is mostly theoretical.
— Override is paid only on the sub's net rev-share, not their CPA
— But the program steers your recruits toward CPA deals, where your override is zero
— Or the override sits behind a separate minimum payout that recruits rarely hit individually
The so-what: a network ops person told us second-tier is primarily a recruitment hook, and real second-tier income is a rounding error for all but the biggest super-affiliates. Don't build a business on the override. If you recruit, negotiate a flat finder's fee per active recruit instead of a percentage — it's smaller on paper but it actually lands. Reportedly the programs that resist a flat fee are the ones whose percentage was never going to pay.
