Google truncates titles by pixel width, not character count. The cutoff is around 580px on desktop. A title of 60 W's blows past that; 60 i's, l's and periods fits with room to spare. "Will Williams Will Win" eats more pixels than a 70-char line of thin glyphs.
What actually happens: you trim a perfectly good title to hit an arbitrary number, lose a keyword, and the next site over runs 65 chars of narrow text and displays in full.
Measure the rendered width, not the string length. Most title-preview tools do this now (the good ones show a pixel ruler). If yours counts characters, throw it out.
(And Google rewrites ~60% of titles anyway, so the obsession is doubly misplaced.)
