Short answer: keep the cluster's spine tight, but allow contextual cross-cluster links where they're genuinely relevant — rigid siloing leaves equity stranded.

Strict silos were oversold. The cluster structure matters because related pages should link densely to each other, but walling them off completely means a useful, relevant link to an adjacent topic gets dropped for the sake of a diagram. Google reads relevance, not your folder rules.

In practice: ensure every cluster post links to its pillar and 2-3 sibling posts — that's the non-negotiable spine. Then add cross-cluster links only when a reader genuinely benefits and the topics actually relate. Don't force them, don't forbid them. A mostly-tight structure with a few smart bridges beats a perfect silo nobody can navigate.
