Actually, Search Console tells you when Google has a manual problem with your links. No message, stable rankings — there is nothing to fix. The algorithm is already discounting the junk silently.
Reality: disavow is built for two cases: an active link-related manual action, or genuine paid/unnatural links you'd own up to. A messy looking profile alone is neither.
The failure mode is generating action from anxiety — a dashboard turned red and convinced you to intervene where Google saw nothing wrong.
The fix: confirm a manual action exists or that you actually built unnatural links. If neither is true, close the tab.
Reality check: no signal from Google, no disavow.
