Consent Mode v2 sends anonymized signals so Google can model conversions and still serve limited ads to non-consenters. Hard-blocking torches the 30-50% who reject.
The tradeoff: Consent Mode needs a certified Consent Management Platform and clean tag wiring. Contextual fallback is simpler but leaves money on rejection.
