Here's the mechanism — Googlebot watches your response times and error rate. Slow responses or server errors and it backs off, automatically, to avoid hurting your site. Your "crawl budget" didn't shrink. Google throttled itself because you couldn't keep up.

Google's docs call this the crawl rate limit, and it's driven mostly by your server's health.

The fix is boring and unsexy: faster responses, fewer errors, sane caching. Crawl capacity follows server capacity.
