Google splits it into crawl rate limit and crawl demand. Almost everyone fixates on the limit, the "how fast can I let Googlebot go" knob, and ignores demand, which is the only one that actually moves.

Crawl rate is capped by what your server can handle without choking. If your server is fast, Google won't crawl harder just because you want it to. There's no traffic jam to clear.

Crawl demand is Google's interest in your URLs, driven by popularity and how stale it thinks they are. That's the lever. Get linked, get fresh, get useful, and demand rises on its own.

You can't bribe Googlebot to want your pages. You can only make them worth wanting.
