Controversial but: a topic cluster only works when the links flow both ways. Most people build the pillar, link down to every supporting article, and never make the children link up. The pillar is supposed to be the most authoritative URL in the cluster — but you've set up a one-way drain where equity flows out and never returns.
The fix: every cluster article links back to the pillar with a relevant anchor, and links sideways to two or three siblings. Closed loop, concentrated authority.
