No, it doesn't. Here's the thing: Google's own Gary Illyes said crawl budget only matters for sites with millions of URLs, or sites that auto-generate pages from parameters. If you run a 4,000-page affiliate site, Googlebot is not rationing you.
What people call a "crawl budget problem" is almost always something else: pages blocked in robots.txt, soft 404s, a server that times out, or content Google looked at and decided wasn't worth re-crawling. Those are demand and quality problems wearing a crawl-budget costume.
Obsessing over crawl efficiency on a small site is like optimizing fuel economy on a car you drive to the mailbox.
Crawl budget is a big-site problem. You don't have a big site.
