Short answer: yes — partial clusters can actively dilute the topical signal of the one you did finish.
When you publish 4 of a planned 18 articles, you've told search engines "I cover this topic" while clearly not covering it. The completed cluster, meanwhile, is competing for crawl attention and internal links against two graveyards.
In practice: pick ONE topic and finish it to genuine completeness before opening another. "Complete" means a reader with a question in that topic rarely has to leave your site for the answer. For the abandoned ones, either commit to finishing within a sprint or noindex the stubs and fold their best content into the cluster you're keeping. Depth in one topic beats shallow presence in three.
