Q: Should every cluster article link only to the pillar page?

Short answer: no — pillar-only linking is one of the most common cluster mistakes, and it flattens your whole topic.

When all 20 cluster pieces link up to the pillar but never to each other, Google sees a hub-and-spoke wheel with no rim. The pillar gets strong, but individual cluster pages stay isolated and thin on context. Related subtopics that should reinforce each other (think "keyword research" and "search intent") never connect.

In practice: every cluster article should link up to the pillar AND sideways to 2-4 genuinely related sibling articles, using descriptive anchors. The test: could a reader move between any two related pages in your cluster without going back to the pillar first? If not, your rim is missing.
