The fix: ignore the first three weeks entirely. Compare a clean 30-day window starting on day 22, against the same calendar month last year on your old network. Anything shorter is reading tea leaves.
Not saying early data is bad — saying judging a marathon by the first stumble out of the blocks is rigged.
